Unlimited limit?

I’m due a handset upgrade and am also having a look at if there’s a better tariff for me as well, so was interested to see O2 announce unlimited web package Bolt-Ons.
However the truth is that unlimited actually comes with very clear limits; namely 200mb per month.
Surely this is false advertising of the most bald kind?
Also with mobile devices likely to be the sweet spot in terms of web-based services for the coming few years it seems to be so niggardly in data terms is missing a real competative advantage?
